The Office of the Science and Technology Adviser: Fact Sheet
The Office of the Science and Technology Adviser to the Secretary (STAS) was created in 2000 to advise the Secretary of State and the Department of State on the use of science diplomacy to achieve foreign policy goals and build knowledge-based societies globally. STAS resides within the Under Secretariat for Economic Growth, Energy, and the Environment (E). The office was established in response to recommendations from a National Research Council study, which highlighted the importance of science, technology and innovation (STI) to all aspects of foreign policy.
STAS Priorities
Promoting STI to Support Economic Growth. Innovative, knowledge-based economies support more stable and prosperous societies, represent new markets for U.S. businesses, and are more likely to play a responsible role in global governance.
Increasing the Department’s STI capacity. Expanding scientific expertise through science fellowships and training strengthens technical human capacity inside the Department, which greatly contributes in addressing economic, political, and security challenges around the world.
Empowering Women in STI. Nations that strengthen educational opportunities for women and reduce the barriers to high-skilled careers, maximize economic growth.
Tracking Emerging Scientific Trends & Transformational Technologies. Monitoring scientific advances and emerging technologies – such as additive manufacturing, smart cities, synthetic biology, and Big Data – allow us to better anticipate their impact on U.S. foreign policy.
Building Effective Public-Private Partnerships. Leveraging U.S. STI capabilities and expanding cooperation requires close coordination with companies, academia, professional societies and philanthropic organizations.
STAS Success Stories
Bringing in 30 Ph.D.-level experts each year to the Department through science and engineering fellowship programs. Over 100 current and former fellows serve in regional and functional bureaus throughout the Department of State.
Funding more than 80 projects that fuel scientific discoveries and build capacity through the U.S.-Pakistan S&T Cooperation Fund – impacting over 10,000 Pakistani women.
Initiated and expanded the NeXXt Scholars Program to build skills and connections between young women from countries with Muslim majority populations and their U.S. counterparts studying Science, Technology, Engineering, and Mathematics (STEM) at U.S. women’s colleges.
Partnering with Nike, NASA, and USAID to support a public-private partnership called LAUNCH resulting in new innovations to address global challenges, that have attracted $40 million in private investments.
Launching Networks of Diasporas in Engineering and Science (NODES) to empower Science and Technology (S&T) professionals throughout the United States to use their networks and expertise to tackle challenges in their countries of origin.
